Shenzhen Export Processing Zone

Brand Introduction

Shenzhen Grand Industrial Zone (SZGIZ), formerly known as Shenzhen Longgang Grand Industrial Zone, was established by the Shenzhen Municipal Government in July 1994. This large-scale industrial area is intended as the key industrial base for Shenzhen’s future economic growth. In December 2000, the Municipal Government had announced some special policies that further proved the local authority’s decision to expedite the Zone’s development.

Covering a total area of 174.4 km2 outside the developed Shenzhen Special Economic Zone, SZGIZ straddles two towns of Longgang District-Pingshan and Kengzi. In all, 109 km2 is suitable for development and construction, of which 81 km2 has been allocated for urban land use.

Shenzhen Export Processing Zone (SZEPZ) was approved by the State Council in April 2000 and was put into operation on 31 March 2001. It is located inside SZGIZ.

Surrounded by mountains and lychee trees, SZGIZ is 60 km from Shenzhen Yantian International Container Terminal, 60 km to Shenzhen Bao’an International Airport, about 40 km from Wenjindu, Luohu, and Huanggang checkpoints.

Shenzhen-Shantou Expressway is just next to SZGIZ and a national first-grade highway runs through the Zone.

Investment Climate

Shenzhen SEZ is under the administration of Shenzhen municipal government. After 20 years of development, land has become scarce within Shenzhen SEZ while there is still plenty of land available outside the SEZ. Therefore, SZGIZ was established to further develop the economy of Shenzhen.

Currently, infrastructure development of 38 km2 of the central area has been completed, including 3 km2 of the SZEPZ. Three longitudinal and three latitudinal highways have been constructed, forming the main frame of SZGIZ’s road system.

There are five water supply factories nearby with total capacity of up to 144,000 tons per day. The annual water supply may be increased tenfold after Songzikeng Reservoir is connected to Xizhijiang Water Diversion Works.

SZEPZ is set up with Customs supervision facilities according to the requirements of the General Customs Administration. There is a 9.1-km long steel barrier with gates, checkpoints, and closed-circuit TV monitoring systems. Wide roads crisscross SZEPZ. Water plumbing and electricity supply are available. Both the optical fiber and broadband transmission network are ready for use. It is an intelligent information industrial zone with superior infrastructure.

The Customs office at SZEPZ provides 24-hour services for the enterprises in the EPZ. An E-customs networking management system ensures efficient and hassle-free declaration, document review and customs clearance all at one go. The formalities and procedures required by Customs and other administrative organizations can be completed in a “one-stop” procedure in the EPZ.

By the end of 2003, SZGIZ had attracted 91 projects, of which 37 enterprises had started operations. Total contracted FDI reached USD 1.79 billion, and USD 190 million had been utilized.
